ORDINANCE NO. 2021-01 <br />AN ORDINANCE AMENDING CHAPTER 2.42 OF THE WALLA WALLA MUNICIPAL <br />CODE AND TAKING SUCH OTHER ACTION RELATED THERETO <br />WHEREAS, the City of Walla Walla passed Municipal Ordinance A-2405 an May 13, <br />1970 which classified the City of Walla Walla as a non -chartered code city under Title 35A of the <br />Revised Code Washington (RCW); and <br />WHEREAS, the City of Walla Walla's public art collection includes several pieces <br />downtown, memorials in Pioneer and Fort Walla Walla Parks, and others throughout the city; and <br />WHEREAS, the public art collection helps to develop an appreciation of art and provides <br />enjoyment to area residents and visitors; and <br />WHEREAS, the City of Walla Walla Arts Commission was established in 2018 through <br />Ordinance 2018-27; and <br />WHEREAS, the purpose of the City of Walla Walla Arts Commission is to advocate for a <br />diversity of arts and cultural opportunities for our citizens to experience as well as act as a catalyst <br />to bring government, arts and culture, and private sectors together for public benefit; and <br />WHEREAS, during the town hall series hosted by the Walla Walla City Council July and <br />August 2020, the City received comments on public art displays, specifically the Marcus Whitman <br />statue with comments ranging from requesting removal of the artwork to relocation; and <br />WHEREAS, the Arts Commission discussed the deaccessioning of public art, began review <br />of existing policies, and reviewed proposed amendments to Chapter 2.42 of the Walla Walla <br />Municipal Code at their August 5, September 2, October 7, and November 4 which included public <br />input on the amendments; and <br />WHEREAS, the Arts Commission took action recommending the proposed amendments <br />to the City Council at their November 4, 2020 meeting; and <br />WHEREAS, the Walla Walla City Council has considered this matter during a regularly <br />and duly called public meeting of said Council, has given said matter careful review and <br />consideration, and finds that good government and the best interests of the City of Walla Walla <br />will be served by annexation of the area described in Section 1 hereto and taking such other action <br />related thereto. <br />NOW THEREFORE, the City Council of the City of Walla Walla do ordain as follows: <br />Section 1: Section 2.42.040 of the Walla Walla Municipal Code is amended as follows (added <br />items are underlined and removed items are stricken): <br />2.42.040 Deaccessioning works of art. <br />A. Objective. To establish policies for reviewing the status of public art work. <br />B. Definitions. <br />1. "Deaccessioning" means the procedure for the x ithdrawal removal of an art work from <br />display the City's public art collection and the detelfll10 tion of its future disposition, <br />d hether it is disposed of or not. <br />2.
