<br />2002 approved map amendments to the Walla Walla Urban Area Comprehensive Plan; and <br />WHEREAS, the Board of Commissioners for Walla Walla County approved the 2002 <br />amendments to the Walla Walla Urban Area Comprehensive Plan by Walla Walla County <br />Resolution 03129 and Walla Walla County Ordinance 284 on April 29, 2003; and <br />WHEREAS, a series of workshops and informational meetings were held during <br />2003-2004 upon a Downtown Master Plan for the City of Walla Walla: <br /> <br />On June 27, 2003, a master plan steering committee plus a 17-member <br />community team interviewed planning consultants; <br />On September 24, 2003, focus groups met consisting of property owners, <br />business owners, downtown residents, representatives of civic organizations and <br />institutions, representatives from municipal agencies, arts/open space/ and trail <br />groups to identify key issues; <br />On September 24, 2003, a public workshop was conducted addressing the <br />general vision for downtown Walla Walla; <br />On November 18,2003, interviews were conducted with representatives from <br />downtown banks, property owners, and developers; <br />On December 2, 2003, focus groups met consisting of representatives of <br />downtown employers and the downtown farmer's market; <br />On December 2,2003, a public workshop was conducted; <br />On December 3, 2003, focus groups met consisting of representatives of <br />agencies and groups interested in Mill Creek and/or arts; <br />On December 3, 2003, an open house was held with an opportunity for <br />participants to comment on first concepts; <br />On February 24,2004, a public workshop was conducted and a first draft was <br />presented; <br />On March 17-18, 2004, a public booth was operated at a local business expo <br />to solicit input; <br />On April 2, 2004, a presentation was made to the DDA property owners <br />group; <br />On April 14, 2004, a presentation was made to the Oddfellows lodge; <br />On May 26, 2004, focus groups met consisting of property owners and <br />developers; <br />On May 27,2004, focus groups met consisting of interested citizens at large, <br />contractors, and representatives from Blind of Walla Walla; <br />On August 18, 2004, a public workshop was conducted and a revised draft <br />of the plan was presented; <br />On November 4, 2004, focus groups met consisting of downtown business <br />owners, property owners, and the board of realtors; <br /> <br />WHEREAS, the City of Walla Walla published notice of the public hearing in the <br /> <br />2 <br />
